What Is a Winter Fuel Payment Clawback Calculator?

A winter fuel payment clawback calculator is a tool that works out your Winter Fuel Payment and tests your income against the £35,000 limit that decides whether HMRC charges it back as Income Tax. The rule in plain words: add up your own taxable income for the tax year, and if the total is more than £35,000, the Winter Fuel Payments charge equals the full payment you received, with no taper.

The charge applies to payments from winter 2025 onwards. HMRC's policy paper defines income as total income under section 23 of the Income Tax Act 2007, which is your taxable income before the Personal Allowance. Your partner's income does not count, so in a couple one person can keep their payment while the other pays theirs back.

Will HMRC Take Back My Winter Fuel Payment?

HMRC will take back your Winter Fuel Payment if your own total income for the tax year is more than £35,000 and you are not on Pension Credit or another qualifying benefit. Worked example: Margaret, born in 1955, lives alone in Swansea. She gets the full new State Pension of £241.30 a week (£12,548 a year), a workplace pension of £20,000, £1,500 of savings interest and £1,500 of dividends. Her total is £35,548, which is £548 over the limit, so the whole £200 is recovered: roughly £16.67 a month if collected over 12 months.

Her neighbour Ken has the same pensions but £1,000 of savings interest and no dividends, giving £33,548. What Income Counts Towards the £35,000 Limit?

Your total taxable income counts: State Pension, company and personal pensions, earnings, self employed profits, savings interest, dividends, taxable benefits, trust income and net rental income. HMRC's guidance on paying back the Winter Fuel Payment lists these sources and says to include only your share of joint income, which matters for joint savings accounts and jointly owned rental property.

Income is tested for the whole tax year, not the date of payment, so the taxable part of a pension lump sum taken in March 2027 can push you over. Gift Aid donations do not reduce the total, because the test uses total income rather than adjusted net income.

How Does HMRC Collect the Money?

HMRC usually collects the money by changing your tax code if you pay tax through PAYE, or by adding it to your bill if you file Self Assessment. Tax codes work in tax months, which the UK tax week calculator can match to any date on your payslip. GOV.UK says that if HMRC is already collecting your 2025 payment, your tax code will change in January 2027 to start collecting the 2026 payment, and a typical £200 works out at about £17 a month.
